We hope for National Recovery Plan to be approved in July: official

“We have completed negotiations with the European Commission (EC) on the National Recovery Plan (KPO) at the operational level,” the Ministry of Funds and Regional Policy announced. On May 3, the Polish Plan was officially sent to the Commission, and since then, the dialogue on agreeing on the final version of this document has continued.

“Since May, we have been discussing the final shape of individual milestones and indicators with the EC. We are waiting for the end of actions… We hope that the Polish KPO will be approved in July,” Waldemar Buda, deputy Minister of Funds and Regional Policy, who conducted negotiations with the Commission, said.

He noted that the Polish government was facing, on the one hand, the restrictive requirements of the EC regarding milestones and KPO indicators, and on the other hand, it had to ensure the possibility of efficient implementation of the reforms and investments indicated in the document.

“The KPO negotiation process with the EC was very engaging and time-consuming. We have dozens of meetings behind us,” Deputy Minister pointed out and pointed out that one of the greatest successes was reaching a compromise on decarbonisation.

“By way of negotiations, the European Commission accepted the indicator in the form of a commitment to expand generation capacity in the field of photovoltaics and onshore wind energy to 23.5 gigawatts by the second quarter of 2026. This is a much more ambitious level than in the National Programme for Energy and Climate,” he emphasised.

He added that among the key issues in which an agreement with the EC was reached during the negotiations was the increase in the rates for new childcare places from 36,000 to 47,500 and the allocation by the EC of funds for the Creative Industries Support Centre and support for artists.

“We also provided the EC with detailed calculations of the cost of apartments with a higher energy standard… We are requesting EUR 755 mln for the construction of 12,400 apartments with a higher energy standard,” he reported.

As he emphasised, the National Recovery Plan was analysed in terms of compliance with the principle of not causing serious environmental damage. In addition, 37 pct of the funds included in it must be redirected to green investments related to climate protection.

The KPO is a document that must be prepared by every EU country in order to benefit from the Recovery Fund of the EU economy after the COVID-19 pandemic. Under this mechanism, Poland will be given approximately EUR 58 bn.
