President Duda ratifies decision to increase EU’s own resources

On Friday, Andrzej Duda signed a law in which the parliament has agreed to the President’s ratification of the Council’s decision on the EU’s own resources system. The act has already been published in the Journal of Laws.

The act was passed by the Sejm, Polish parliament’s lower house on May 4, and on May 27 it was adopted without amendments by the Senate, the upper house.

The 27 EU countries reached an unprecedented deal last year to jointly lend EUR 750 bn for the Recovery Fund, a reconstruction instrument after the COVID-19 crisis. For the plan to be implemented, all 27 EU countries had to ratify the decision on the Union’s new resources.

In each national plan, at least 37 pct of the budget has to be allocated to climate goals and at least 20 pct to digitisation activities. Plans must also have lasting social and economic impacts, include comprehensive reforms and solid investment packages, and must not significantly hinder the execution of environmental objectives.

Poland is to receive a total of PLN 250 bn (EUR 56 bn) from the Recovery Fund over several years.
