President ready to ratify EU’s own resources law ‘without undue delay’: official

“President Andrzej Duda is ready to ratify the law on the EU’s own resources without undue delay… The ratification process in Poland might be completed in May,” Krzysztof Szczerski, the head of the Presidential International Policy Bureau announced. Poland is to receive a total of PLN 770 bn (EUR 172 bn) over several years from the EU budget for 2021-2027 and the Recovery Fund.

On Thursday, the Senate passed the ratification law related to the implementation of the EU Recovery Fund without any amendments.

Just after midday on Friday, Elżbieta Witek, the speaker of the Sejm, the lower house of the Polish parliament announced that the bill was sent to the President for his signature.



“I want to make it clear: the President is ready to ratify this agreement without undue delay,” Mr Szczerski said on Friday during an interview with Polish Radio.

He pointed out that two of the President’s signatures are needed.

The first signature concerns the ratification act itself. Mr Szczerski emphasised that President Andrzej Duda has the will to resign from the constitutional deadline of 21 days for signing the act, so that the fund “could start functioning as soon as possible.”

The second signature concerns the decision of the European Council itself to establish the new financial mechanism.

“The President is ready to take these decisions without undue delay… The ratification process in Poland might be completed in May with the second, final signature of the President under the act itself, which must come into force earlier,” Mr Szczerski said.

Poland is to receive a total of PLN 770 bn (EUR 172 bn) over several years from the EU budget for 2021-2027 and the Reconstruction Fund. The basis for the payment of funds from the Reconstruction Fund is the National Reconstruction Plan, which was sent by the Polish government to the European Commission on May 3.
