Poland’s recovery plan to be ready by end-April

Poland should receive a total of PLN 770 billion (EUR 170 billion) from both the EU budget and its recovery fund, the government’s spokesman Piotr Müller said on Monday.

Poland’s National Recovery Plan, a document needed to receive funds from the EU Recovery and Resilience Facility, is to be presented to the European Commission by the end of April. An initial draft of the plan was sent to the EC on Monday.

Mr Müller said that this will be the highest amount of the EU funds that Poland has received since it joined the EU.

According to the plan, EUR 23.9 billion will be spent on non-returnable subsidies and EUR 34.2 billion on various forms of loans.

The National Recovery Plan is based on five pillars: digital transformation, strengthening economic resilience and competitiveness, health service reforms, green and smart mobility, and green energy transition combined with energy consumption reduction projects.

Deputy Minister of Development Funds and Regional Policy Waldemar Buda told a press conference that according to the plan grant funds will be the first to be released. The second step foresees the launching of loans as a complementary element.

He pointed out that the plan will also provide support for sectors most affected by the coronavirus crisis to help rebuild their potential and improve their resilience to similar situations in the future.

Mr Buda added that the plan also includes aid to agriculture. Several hundred million zlotys are to be earmarked for, among other initiatives, the construction of food processing plants and the shortening of supply chains.

According to Mr Buda, the plan is expected to maintain current job levels and create new high-quality jobs.
